Dubai Municipality is one of the oldest and by far the largest organization established by the Dubai government. Initially it was only responsible for the cleanliness, health, environment and architectural aspects of the region. It later undertook business services including international affairs, partnership sectors and general support sector. The scope of Dubai Municipality has been widened with regards to environment and health by undertaking environment health & safety control sector and environmental & public health sector.

Business activities that are associated with public health & safety, environment, food & veterinary are required to take NOC/permits from Dubai Municipality prior to issuance of a license from the respective department.
