RTA Services

Dubai Roads and Transport Authority (RTA) was established in 2005, to facilitate the region with the modern state of the art, sophisticated road and transport infrastructure. It has been entrusted with the responsibility of assessing and planning the transport, roads and traffic situation in Dubai and between other states of the Emirates in order to provide integrated and efficient transport system and thereby enhance overall growth.

The RTA is responsible to provide services related road and transport activities such as driving licenses, appointment of Vendors, parking services, toll (Salik) services, NOL (Bus, tramp & Metro train pass) services, Vehicle testing eligibility, Vehicle Registration and Vehicle transfers etc.

For all businesses that are related activities such as private taxi, car rentals, sale of cars/commercial vehicles/bikes (new/pre-owned), sale of imported cars/bikes, car modification workshops and garages etc. require approval /NOC from RTA before they can have license from DED or any other licensing authority like excise department etc.

The following are the NOCs/permits issued by RTA-

 1. NOC for New Trade License Request – Steps as stated below :

  • Provide new company information (initial approval from the licensing authority, location, activity, name of partner(s)/shareholder(s) & Manager)
  • AED 5,000/- is the service fee
  • Payment of fees and receipt of NOC/Permit upon approval

2. Review Trade License Request- Follow the steps outlined below :

  • Organization search entails verifying that the company is registered with the appropriate authority
  • Confirm Active application information – Verifying the company information provided in the review application
  • The service fee is determined by the activity under consideration
  • Payment of fees and receipt of NOC/Permit upon approval

3. Modify Trade License Information : Follow the steps outlined above :

The service fee is determined by the nature of the modification of trade license information.

4. Update Trade License Information – Follow the steps outlined below :

  • Organizational investigation
  • Filling out the application with information on the necessary updates to the trade license 
  • There is no service fee because the Authority does it for free 
  • Choosing the Mode of Delivery 
  • Upon approval, the NOC will be delivered to the applicant

5. NOC for Trade License Renewal – Follow the steps outlined below :

Organization Lookup :

  • If there have been no changes or updates to the Trade license, file the renewal application with the previous information
  • Service is dependent on the activity of the Trade license 
  • Choose the mode of delivery 
  • The NOC will be delivered to the applicant upon approval

6. NOC for Vehicle Branding – Follow the steps outlined below :

Fill in the application with the details of the vehicle and nature of the advertising:

  • Submit the Mulkia copy of the Vehicle
  • Submit the art work of the advertisement on the vehicle
  • Submit the graphic images of the vehicle (pre/post advertisement)
  • Service fee depends on the branding activity
  • If the advertisement is as per the UAE laws it will approved and NOC/Permit will be issued

RTA is the main issuing body in UAE for all event related permits. Apart from this it also issues permits for hosting of events and functions as and when required by the respective departments such as DED, DTCM, and Dubai Police etc.

NOTE : It is a mandatory requirement that in addition to supporting documents mentioned in the website, the applicants are required to submit certain documents at RTA. The applicant can get these documents from Traffic/NOC counter along with their application. The documents such as – if any are required or not depends upon the vehicle type being applied for.
